Oh Judy. How nice to see you. Unfortunately, I have only framed Bellwether in order to silence every vote which is against me.
Vladimir worked as a double agent. Oh boy. He put that sheep back into it’s farm. Bellwether wanted him to find a cure, and meanwhile, he was just working for me.

Mayor Leonardo P. Lionheart is the main antagonist of the fanfilm Zootopia: Rise to Power and the indirect unseen overarching antagonist of Zootopia: Power of Extinction. At first presented as a nice and noble mayor who cares more about the city of Zootopia and it's greatness then himself, it is later revealed that he framed Bellwether by hiring the double agent Vladimir to make more night howler serum instead of a cure so that all the animals who have voted against him would go savage until he orders his thugs to put them into an asylum. He also happens to be Bellwether's former superior, as well as the true benefactor of Vladimir's ram gang.

Role in the film[]

Mayor Leonardo P. Lionheart was the mayor of Zootopia for 30 years and he was treated like a king by all the animal citizens for that time. Lionheart at first spoke to the citizens of Zootopia as he hired Judy as a new coming police agent. He showed great care for Zootopia and it's safety as he announced that with Judy solving crimes he could guarantee that every citizen in the town will be safe. He reminded that in Zootopia, anyone could be anything and he took a photo with Judy, as his assistant Dawn Bellwether was in the background, trying to fit into the picture. Lionheart secretly mistreated Bellwether, even using her for his own scheme and telling her to create a cure for his own invention of the night howler disease, just so he could sponsor a ram chemist called Vladimir and order him to create more night howler serum which could turn any opposing animals savage and make them loose their mind so he could finally put them into The Cliffside Asylum and lock them inside a cage, to prevent them from voting against him. He also secretly put a cup with the letter "B" inside a city vehicle in order to frame Bellwether for the entire incident of terror. Later, he told Bellwether that he is going to find a solution for the disease, and he orders her not to leave the office until he comes back and finds a final solution so the city could finally be safe. After he returns to his city hall, he sends Bellwether to tell Judy that she can now solve the crime since she is needed now more than ever before. Judy is happy to help solve the crime. Judy teams up with Nick, and the two investigate the crime and start thinking due to Lionheart's trickery that Bellwether was behind the mess. After Bellwether was arrested, Lionheart "broke his silence" in an interview, as he congragulated Judy and pretended to do everything he did for the good of Zootopia. However, he later revealed that he was behind the entire plot and he showed his true colors to everyone, as he ordered the ZPD to lock up every animal who voted against him or opposed him in any way possible, just so he could then throw them into the Cliffside Asylum and put them in a cage. He did this so he could mark his strength on the outsiders and build his own empire for satisfaction, as he forces everyone to vote for him and he puts himself ontop of all the other animals. Due to Lionheart's corruption and ruthlessness, the ZPD burn down entire villages, including Judy's village; Bunnyburrow.

Judy eventually discovers what he is up to and goes with the former criminal mastermind Nick Wilde to stop him from corrupting the entire city. After they stop Vladimir from creating more night howler serum for Lionheart, Judy and Nick find themselves near the Cliffside Asylum. The two investigate the place and see all the savage animals who opposed Lionheart's reign of terror. However, they hide as Lionheart comes, and he bursts into the room as he speaks to the doctor responsible for creating the serum, Doctor Honey Badger. He scolds at her for her betrayal as she felt remorse for the citizens and she even promised to cure the city for Bellwether, and Judy records him on her phone as he reveals his ambitious nature inside the asylum. However, Judy's phone rings and Lionheart then notices her and Nick. He reveals to Judy and Nick his plans to keep himself ontop by force, and confesses that he hired Vladimir as a double agent as he did expect Bellwether to create a cure, so he ordered Vladimir in secret to create extra night howler serum instead of the cure and then he framed Bellwether for the incident.

He then ran out of the asylum, locked Judy and Nick inside the asylum's room and activated the alarm so that his wolf thugs would kill the two heroes. He then lied to Bogo about Judy and Nick thus implying that they have caused crime and that they were both traitors for Zootopia. However, Judy stands up to Lionheart and explains to the entire city about Lionheart's true nature. She stands up for the sick, mutated people which Lionheart has infected and Bogo then arrests Lionheart and orders Bellwether to be released.

In the books[]

He appears in the direct to fan-book Zootopia: Book of Power, revealing his evil persona. He frames Bellwether for poisoning animals with night howler serum, just so her cure won't work. He then terrorized Bunnyburrow, leaving it's people with no homes. Judy and Nick followed him to Cliffside Asylum, and found him terrorizing his hostage Dr. Badger. However, he noticed Judy and confessed his plot to her, stating that he has only framed Bellwether so he can silence all those who vote against him. He locked Judy and Nick inside the asylum. However, after Judy and Nick escaped through the toilet, Judy told Bogo about Lionheart's plans, and then, Lionheart got arrested.

Personality[]

Evil, vicious and sadistic. He cares about nothing but himself, and he would terrorize the entire city just for power, control and money. He seems to love Zootopia, only because he rules it. He pretends to love his people and care about Zootopia and it's safety more than anything else, just so the public would approve him as a great mayor. He seems to enjoy harming others and being ontop of everybody, and that makes him ultimately sadistic and vicious. He also seems to have temper issues as he scolds at Dr. Badger for her betrayal.
